The Jawa-9 & 10 Coal Fired Steam Power Plant (CFSPP) has prepared Stakeholder Management Plan (SMP), as part of project management document and as supplementary to the Environmental and Social Impact Assessment (ESIA) report. The primary purpose of the plan is to provide brief and guide on strategies, and plan of managing stakeholders to meet the business and project objectives.
This plan is a live document that will be regularly reviewed, improved and adapted to evolving stakeholder needs and project environment. It also demonstrates strong commitment to transparent, meaningful and effective stakeholder engagement throughout the project lifecycle. For this, PT Indo Raya Tenaga (IRT), act as an Indonesian power generation company will conduct work and actions regard to these values;
- Comply with IRT Value, Environmental Impacts Analysis and Government regulations;
- Identify relevant stakeholders; Authorities, Government, Communities and mass media;
- Comply with the ESIA Regulatory requirements and best practice standards on the public participation process;
- Ensure transparency and involvement of stakeholders in assessing and managing the potential environmental, socio-economic, and health impacts of the Coal Fire Power Plant project;
- Respond to stakeholder concerns and grievances with a view of seeking mutually agreed resolutions in a timely, well-structured manner;
- Identify, establish and implement stakeholder engagement tools for initial and ongoing communications;
- Manage project obstacles by actively involve stakeholders in the identification of issues/ concerns and development of alternative solutions;
Socialization
Socialization is one of the basic efforts to help people affected by PLTU Jawa Unit 9 & 10 have an in-depth understanding of the project.
Since 2017, several socializations of PLTU Jawa Unit 9 & 10 project were held in Cilegon, including the socialization of environmentally-friendly technology. The attendees featured land-owners who appreciated the presence of the Java 1-8 power plant projects because they have brought a positive impact on the socio-economic conditions of the local community. The projects increased the welfare of most of the people there. They share the same hope that PLTU Jawa Unit 9 & 10 will be able to give significant impact on the socio-economic conditions of the local community.
Several times, PT Indo Raya Tenaga carried out The Socialization on Grievance Mechanism related to the construction of PLTU Jawa Unit 9 & 10. The socialization was carried out at the fishing basecamps of Suralaya, Suralaya Village, and Lebakgede Village.
The socialization was attended by representatives from various groups; women, youth, elders, farmers, local authorities, and also fishermen. These groups were represented by fishermen group in Suralaya, Staff of District Office, Community Empowerment Institution (LPM), Religious study group, Family Welfare Emporewment (PKK), Communication Forum of Communities of Cilegon (Foker C), and residents around the project.
In the socialization, the public expressed their appreciation for PLTU Jawa Unit 9 & 10 development projects that would use environmentally-friendly technology. The community also hoped and believed that Java 9 & 10 power plants development would increase the community’s economy, with the emergence of greater employment opportunities for local residents.
Corporate Social Responsibility
PT Indo Raya Tenaga (IRT) has carried out a number of Corporate Social Responsibility activities to create a positive impact for the environment and the community around the project area. These activities consist of providing food aid and conducting charity program for the community and fishermen group around Suralaya. For supporting fishermen daily life as to increase their income, IRT also build new dock and food stalls. IRT also provides sacrificial cattle for both fishermen and community in Suralaya to celebrate Eid al-Adha.
Lender Site Visit
IRT, as the owner of he Coal Fired Steam Power Plant (CFSPP) Jawa 9 & 10, is ultimately accountable for the management and supervision of all Project activities as part of the lender process. This responsibility includes all activities to ensure environmental and social performance objectives achievement as accordance to the International Finance Corporation (IFC) PS 5 protocol.
Several visits conducted by lender reviewers have been doing in the area to see the steps taken in compliance to the IFC standards. These includes visiting community, fishermen, land owners, and land users altogether seeing the development progress in the area of Suralaya and Lebakgede.
